How and at what extent the Social Services in the Cities are changing under the influence of digital technologies? How do the new "digital ecosystems" can improve production and delivery of services to citizens? And what is the role for volunteers? What are the best practices at European level and the new paradigms that public administrators, the community of innovators, investors, practitioners, etc. should adopt and encourage?


The event will inaugurate the ECDESS series of conferences, a new forum of discussion on ICT-enabled innovation initiatives in Social Services, seen under an eco-systemic perspective.

The Morning session (H10:00 - 13:30) will be opened by the Chair of the Conference, Prof. Fabrizio Davide, who will introduce the new series of lectures ECDESS, highlighting the scientific approach and the expected benefits for citizens and policy makers.

Welcome addresses will be made by Dr. Luciana Saccone (Presidency of the Council of Ministers), Dr. Sabina De Luca (Roma Capitale), Dr. Daniela Intravaia (Agenzia per l’Italia Digitale), Dr. Sabrina Alfonsi (Roma Capitale - Municipio Roma I Centro).

Dr. Gianluca Misuraca of the Joint Research Centre, Institute for Prospective Technological Studies (JRC-IPTS) of the European Commission will give the keynote speech on the status of the transition to the "New Welfare Society" in Europe and the role of ICTs.

A Round table, coordinated by Prof. Fabrizio Davide, will explore the framework for innovation in social services, with the participation of Dr. Laura Tassinari (BIC Lazio), Dr. Emilia Barroso (Ayuntamiento de Sevilla), Dr. Ronald van Bekkum (Dutch Employment Service UWV), Prof. Andrea Gaggioli (Università Cattolica del Sacro Cuore).

In the Afternoon Session (14:30), a Panel composed of social entrepreneurs, public sector analysts, researchers and citizen associations will discuss some promising initiatives of Social Innovation enabled by ICTs.  A second Panel will report achievements of the CROSS project (CIP 325141) in Rome, Turin, Seville and Manchester, trying to highlight the way forward to extend the benefits to more cities and more citizens. The conference will be closed at 18:30.
